Build 10.5a11 with rootless containers

In order to check that the patch for #23631 (closed) is not introducing unexpected issues, I am planning to build 10.5a11 with the patch from #23631 (closed) on two different machines:

to check that the build is reproducible
to check whether the build differs from builds done with the old system (I previously looked at this for 10.5a8 in #23631 (comment 2724637)). If it doesn't match, I will compare the containers used to do the build to try to understand what is causing the difference.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
