Improve process to generate glean depencies tarballs

In projects/common/how-to-update-glean-parser.txt we describe the process to create a tarball containing dependencies for a glean version.

I think we can add a script to make that a little easier.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
