Add a temporary ff91esr target in rbm.conf

To make it easier to move each platform separately to mozilla91, I think we can add a temporary ff91esr target to rbm.conf. And remove it once all targets have been moved.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
