Update Go in 10.5 series to 1.16

Go 1.15 will likely become deprecated within the next month. I didn't move our alpha series to 1.16 until 11.0a2. When Go 1.17 is released we'll want to move our stable series to 1.16 and then start testing Go 1.17 in our alpha series.
