Tor 0.4.7-stable upgrade plan
The tor component upgrade to 0.4.7 is more delicate than usual, because it contains a now-enabled implementation of congestion control, which requires Exit relays to upgrade in order to use it.
For this reason, we do not want this Tor stable release in Tor Browser stable until enough Exit relays upgrade to 0.4.7, but we do want it in Tor Browser Alpha, to exercise it a bit, and to evaluate real-world user experience there.
This means that Tor Browser alpha should upgrade to 0.4.7-stable at earliest opportunity (next week, I hear), but Tor Browser Stable should not do this upgrade until 11.0.13 (May 31st).
0.4.7-stable is coming out this week (April 27-28th).
