Move tor-browser-build to a container submodule reality

The first step in the modularization is likely to move tor-browser-build to a reality where it's getting its containers via a container submodule. That submodule currenlty lives in my namespace. We should

go over it and fix all the shortcomings it still has
make an official repo out of it
adapt tor-browser-build to make use of it

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
