Add alpha-specific release prep template

Things are changing a fair bit between stable and alpha in terms of the release process given the transition to ESR for android, pending unification of tor-browser and geckoview, etc so we will make a new Release Prep - Alpha template for these releases, and rename the existing one to Release Prep - Stable
