Remove Team Cymru hard-coded bridges

TBB hard-codes two bridges that are run by Team Cymru. These should be removed.

@boklm suggests that they are probably 38.229.1.78:80 and 38.229.33.83:80 based on whois.

Ok, I can confirm now that these are the two bridges that are run there that should be removed.

These bridges are scheduled to be turned off in a few minutes. If this causes any problems, we can have them turned back on, but in about a week, they will be wiped.
