Do not customize update.locale in multi-lingual builds

We used to set ALL as locale in multi-lingual builds, probably to have a separate update URL.

However, it has the undesired side-effect of removing English from the language list (see tor-browser#41368 (closed)), and possibly others that we haven't found.

So, we should hardcode the ALL in tor-browser and leave what Firefox already sets there.
