Use the new tor-browser l10n branch in Firefox

We have a shiny new tor-browser l10n branch that is managed with Weblate.

We should inject the translation files from it during the build process, rather than manually updating the translation files on the tor-browser.git repo.

When creating the MR for this issue, we should update the release prep instructions, too.
