Create installer icon for base-browser

@duncan this is incredibly low priority but something that should be done at some point. We're currently using the Tor Browser icon for base-browser, so we need to swap it out with something nice and generic and not Tor Browser.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
