make signtag-* needs to take project name into account

I had to manually invoke rbm like a so to sign the tor-browser-build 12.5a2 commit:

./rbm/rbm build release --step signtag --target alpha --target torbrowser

or else RBM fils while trying to create the directory /alpha (since var/projectname needs to be pre-pended to the path).
