Disable all translations with testbuilds in Firefox

We still include translations as dependencies in testbuilds, even though we don't localize Firefox!

They make the build id hash change even though we don't use them, and might make us rebuild Firefox without reason even though we only want to check some other component.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
