Tor Browser nightly fails to build obfs4

Since go.sum has been updated in obfs4.git main branch, obfs4 now fails to build in nightly. We need to update obfs4 dependencies. At the same time we can change how we manage go dependencies, doing #40849 (closed) #33953 (closed) #40673 (closed).

Temporary workaround to avoid the error when doing local nightly builds:

@meskio we're going to temporarily switch from main to the latest available tag in nightlies, see also !717 (merged).

After we change how we fetch dependencies we should be able to turn it back on, if I understand correctly.

Sounds good to me. It should be fine to use the latest the latest tag if needed. We should update at some point to the version in main (I can create a tag if needed for it) as there are some security fixes on those dependencies.

Let me know if I can help anyway with that process.

I opened !724 (merged) to use the main branch again in nightly builds.
