Add doc from tor-browser-spec/processes/ReleaseProcess to gitlab issue templates

With tor-browser-spec#40049 (closed) we're going to remove tor-browser-spec/processes/ReleaseProcess. Before doing that we should add anything from that file not yet in the issue templates.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
