Update updated_responses_config.yml to pull Mullvad incrementals from archive.torproject.org

We automatically upload mars to tor infra as part of signing, but there is some delay before Mullvad mirrors on their own. In the meantime, we cannot build incrementals from such builds which are in limbo.

@boklm can you take a look at this for 13.0a2?
