Update lead.png symlink and blog post template in tools/signing/create-blog-post

For stable releases, the script is currently linking ../../../assets/static/images/blog/tor-browser-11.jpg.

This should be ../../../assets/static/images/blog/tor-browser-13.png.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
