Add RPM dependencies to README

As mentioned in #40644, the Tor Browser (both v13.0 and v13.5) currently builds on Fedora without issues. It would be nice to see the needed RPM build dependencies added to README. In attachment you'll find a patch that does that.

Again as mentioned in #40644, newuidmap and newgidmap come pre-installed with the shadow-utils package in Fedora 39, so they certainly don't need to be installed separately. perl-ph, on the other hand, contains the .ph headers which one would otherwise generate using h2ph, as documented for Arch Linux.
