Make deb package for Mullvad Browser

We should generate a deb package for Mullvad Browser.

If this is being done for Mullvad, maybe it should also be done for Tor?

Yes, putting it in the official debian repo is a lot more work, so we'll start with our own repo.

In the long term yes, in the short-term not until we finish tor-browser-spec#25021 (there may or may not also be complications around packaging and the default torrc so its not going to be a drop-in replacement).

It seems mozilla is generating their deb packages (that they publish on https://packages.mozilla.org/apt/) using https://hg.mozilla.org/mozilla-central/file/tip/python/mozbuild/mozbuild/repackaging/deb.py, with templates in https://hg.mozilla.org/mozilla-central/file/tip/browser/installer/linux/app/debian/.
