Added 14.0 stable since I don't think we necessarily want this for 13.5 stable and until I've completed tor-browser-spec#25021

EDIT: I think it's fine to implement but we should leave it alpha+nightly only until we've a comms plan or w/e

!979 (merged) enables it for alpha+nightly only.
