Explicitly initialize the plugin directory on the Windows installer

In the Windows installer of Mullvad Browser, we copy the image we want to show in the side.

This seems to break sometimes, because we have to explicitly initialize the plugin directory first (I wonder if it's because we don't initialize the languages).
