Stop generating an MB "portable" windows install and output a single build from 13.5 release

From 13.5 stable, MB won't need the windows portable installer. Would it be possible to stop generating the portable version and remove the -install from the other one?

We would end up with only mullvad-browser-windows-x86_64-13.5.exe.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
