Include Windows installer without -portable- in download json files

The update responses of Mullvad Browser 13.5 didn't update the win64 JSON/the win64 part of the downloads.json because the update_responses script is looking for -portable- in the installer filename.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
