Automate the mullvad-browser github publishing

In gitlab/issue_templates/Release\ Prep\ -\ Mullvad\ Browser\ *.md we have some steps to push a branch and various tags to the github repository.

Since we have all the information about the version being published in the rbm config, we can add some make command to automatically push all branches and tags to the github repository with one command.
