Update projects/common/list_toolchain_updates-common-firefox-geckoview to include check for binutils

We currently use binutils 2.39, but Mozilla is bumping to 2.41. Stuff seems to work anyway, so I wonder if we want to bump it, or to stay on 2.39.

Also, we currently don't have a check on the binutils version.

If we think it'd be important to have one we could add it to projects/common/list_toolchain_updates-common-firefox-geckoview.
