Disable updating update_responses in 13.5-legacy branch

In tools/signing/do-all-signing, we should disable upload-update_responses-to-staticiforme, in the 13.5-legacy branch.

With the changes from #41247 (closed), from the maint-14.0 branch we will be generating and uploading update_responses files containing both the 14.0 release and 13.5-legacy release. So we should not generate/upload update_responses from the 13.5-legacy branch.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
