tools/signing/upload-update_responses-to-staticiforme should regenerate update-responses when it already exists

The script currently avoids re-generating update-responses if the file already exists.

In some cases this can be an issue: #41245 (comment 3088148)

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
