Add updater rewriterules to make 13.5.7 a watershed

Similar to #41246 (closed), we should add rewriterules to make 13.5.7 (or what will be the last 13.5 release before 14.0) a watershed.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
