Update relprep.py script to not synchronise changelogs between channels

This is one of those vestigial tasks we've been doing because our predecessors did. In reality, it doesn't make a whole lot of sense to cross-synchronise alpha, release, and now legacy changelogs with each other. The alpha changelog should have just alpha, release just release, and legacy just legacy.
