Improve build signing ergonomics

Rather than entering all the passwords one by one, we could feed the do-all-signing script the gpg-encrypted list and have it decrypt them asking only once for our GPG secret.

Also, on non-English-localized staging systems the scripts fails trying to set the date on the signing machines, let's fix it.
