Increase timeout in rcodesign-notary-submit

Sometimes the rcodesign-notary-submit step fails because we reach the time limit waiting for notarization to complete.

It seems that the default timeout of 600 is not enough in some cases.

It seems the rcodesign notary-submit command has a --max-wait-seconds option we can use for this.
