Update snowflake to 2.11.0 and lyrebird to 0.6.0

There are a lot of bug fixes and improvements in both lyrebird and snowflake. A big one is a fix to the Let's Encrypt root cert for old version of Android (tpo/anti-censorship/pluggable-transports/lyrebird#40012 (closed)).
