Go updates shouldn't target all platforms until macOS is on legacy in the changelogs

We should update our changelogs generator to make sure Go updates aren't in "All platforms" but are in "Windows + Linux + Android".

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
