Update taskcluster/ci paths in README and comments
Last year we updated taskcluster paths in commit
9999a1ac, since Mozilla moved all files
from the taskcluster/ci directory.
But some README.md files still mentions old taskcluster/ci paths:
- projects/macosx-toolchain/README.md
- projects/llvm-project/README.md
- projects/hfsplus-tools/README.md
- projects/clang/README.md
- projects/cctools/README.md
- projects/cbindgen/README.md
Some comments in other files also mention old taskcluster/ci paths:
- projects/libtapi/config
- projects/cctools/config
