Add script to count mar downloads from web logs

As mentioned in tpo/tpa/team#42217 (comment 3237009) the anonymised web logs are available from https://collector.torproject.org/recent/webstats/.

In order to know how many 13.5 users we have downloading the update mar files, we can make a script downloading the logs and counting the number of updates per version/OS.
