Consider modifying the glean-parser project to match mozilla-central

While auditing https://bugzilla.mozilla.org/show_bug.cgi?id=1906365 I noticed Mozilla uses a different strategy than ours to support glean-parser to offline builds.

We should consider if their approach suits us, so that we can drop our current process. It is not ideal that we require uploading the wheels to tb-build-02.
