Export SIGNING_PROJECTNAME and tbb_version in linux-signer-sign-android-apks, in maint-14.5

With the changes made for #41522 (closed), the sign-apk wrapper now expect the SIGNING_PROJECTNAME and tbb_version environment variables to be set.

We should update linux-signer-sign-android-apks to export those variables.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
