Restore legacy channel support in projects/release/update_responses_config.yml

In commit d21f57b2 we removed support for legacy release in in projects/release/update_responses_config.yml, assuming that the legacy channel would be stopped before the next ESR. However the legacy channel has been extended, so the maint-15.0 branch will need to support it.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
