Replace uglifyjs with terser

We're switching from uglifyjs to terser to match upstream.

It's used by Firefox, but sadly it isn't vendored.

So, we need a project that runs online to download it.

Versioning a hash shouldn't be necessary, as Firefox's tree contains a package-lock.json, which already includes the hashes of all dependencies (including the transitive ones).
