When boostrapping it triggers a re-download of an otherwise exactly identical file (see https://gitlab.torproject.org/tpo/applications/tor-browser/-/merge_requests/1738). @pierov also mentioned that it causes us to rebuild it when unnecessary,since we use the filename as the marker to figure out whether to rebuild something or not.
