Temptatively fixing this flaky test by waiting until HTTPS Everywhere
has loaded some rulesets.

Also fix https-everywhere tests for builtin addon.

- Use fixture server.
- Use same method for both worker and window tests.
- Require results to exactly match what we expect.

Also check for virtualenv2, as in some systems virtualenv is
the Python3 one, and remove code for
https://bugzilla.mozilla.org/show_bug.cgi?id=1345274 workaround.

With #31055 we don't have default obfs3 bridges anymore.

Fix the test by skipping the file _zope_interface_coptimizations.so
(used by FTE, which we plan to drop soon).

We remove the check for the old https everywhere pref.

In the https-everywhere-disabled test we disable the extension by
temporarily removing it.

Instead we are using the user.js file in the profile directory.
We are also using user_pref() instead of pref() to make sure we override
the values of prefs defined in other preference files.

Following changes from bug 20264, the security slider only has 3
positions.
