`install-deps` error: Package 'python-virtualenv' has no installation candidate

Hello,

install-deps fails with the following message on Ubuntu 20.04:

E: Package 'python-virtualenv' has no installation candidate

I get the same error when I run apt install python-virtualenv on the command line.

Perhaps: python-virtualenv -> python3-virtualenv?
