Tor Expert Bundle 0.4.8.13 does not run on Win 7

Hello, I use Tor Expert Bundle for like a year mainly to circumvent Russian censorship. Version 0.4.8.13, unlike 0.4.8.12, doesn't work on Win 7 x64, there is a Lyrebird and later the application crash, I'm using Webtunnel bridges. Please fix it. I don't need a browser to work correctly on Win 7, just Tor Expert Bundle.
