Stem tests need a newer version of mock

Hi Peter. It looks like the python-mock package you installed for stem's jenkins tests is version 0.6.0, but I'm using a feature that was introduced in 0.7.0 (current version is 1.0.1). Would you mind if we snagged it from PyPI? (pip install mock)

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
