Update processes/RollingBackUpdate to mention the tor-browser-update-responses repository

The update responses files are now stored in a git repository, processes/RollingBackUpdate should be updated to mention that rolling back an update should be done there.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
