Bug 33852: Clean up about:logins (LockWise) to avoid mentioning sync, etc. 

Hide elements on about:logins that mention sync, "Firefox LockWise", and
Mozilla's LockWise mobile apps.

Disable the "Create New Login" button when security.nocertdb is true.
