`DisplayListBuilder::PushRoundedRect`, used for unordered list bullets and the
like, draws rounded rectangles as ordinary rectangles with rounded borders that
have a radius of half the rectangle. Unfortunately, this leads to tiny white
dots at the center of the bullet under some magnifications. I haven't diagnosed
why - perhaps there's something somewhere that snaps borders outward.

Increasing the thickness of the borders to (an impossible) 60% of the width of
the rectangle makes the problem go away. If this kludge doesn't work, we could
add a rectangle covering the center.

Bug 1685454 - [marionette] Enhance retry logic for getMarionetteCommandsActorProxy for inactive actors. r=marionette-reviewers,jdescottes, a=jcristau

When the window of the current child actor instance is moved
into bfcache the actor doesn't get destroyed. Instead
this.contentWindow will become "null", which means that the
command has to be run again in the active actor instance.

By raising a specific error message in the child actor, the
commands actor proxy can handle that error for its retry logic.

Element references are per browsing context. As such
elements as found within a frame are not existent in
any parent browsing context, and when retrieving these
a "no such element" error has to be returned.
