Bug 43337: Add option to search for translation files in only certain
directories, and to specify the directory they should be placed in in
the translation repository.

Bug 43337: Add branding to translation CI.

Each brand.ftl and brand.properties is identical between releases, so we
only need to send `tb-release` to the translation repository.
