TorButton menu items should be clearer in the UI

Points from AdamShostack regarding TorButton

2. What does "cookie protection" do?
3. Are those "Torbutton preferences..." or something else? (Same question for "network settings"..is that computer network settings or torbutton settings; in fact, if torbutton network settings, maybe combine network & preferences?)

Each of these menu items could use a tooltip explaining its purpose. In addition, it does seem that network settings and preferences could be combined. Also, I would propose merging "About TorButton" and "About TorBrowser" somehow.

The cookie preferences window, at least on Mac, looks weird and doesn't have a title bar.
