Don't disable the certdb if we're storing disk history

Users are reporting that if they are storing disk history, they cannot add certificate exceptions. This is due to legacy/trac#12998 (moved) setting the security.nocertdb pref.

A simple fix is to update Torbutton to disable this pref if disk history is enabled.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
